Job Description

Job Title: Administrator, Professional Development and Quality

Reports to: Executive Director

Qualifications: Master’s Degree in Social Work, Education, Administration, Nursing, or a related field is required. Must have very strong organizational, project management, and communication skills. Must have at least 7 years experience working with child and family-serving programs, including accreditation and evaluation experience.  

Duties

  1. Oversee agency-wide quality improvement activities, including quality assurance and utilization review, professional development, and best practice implementations.
  2. Ensure, coordinate and organize the agency’s accreditation and reaccreditation with the Council of Accreditation.
  3. Coordinate and ensure an adequate and effective risk management system.
  4. Ensure programs are operated and services are provided in accordance with legal, ethical, and funding requirements.
  5. Ensure that all appropriate licenses, certifications, and credentials are secured and maintained.
  6. Ensure compliance with DCYF licensing standards and Head Start performance standards, as well as other licensing and certification standards that apply to agency programs.
  7. Investigate and implement in a collaborative way new and effective quality improvement, accreditation, and best practice systems and initiatives.
  8. Promote and coordinate cross-program collaboration throughout the agency.
  9. Develop and maintain relationships with state, federal, and private funding organizations.
  10. Ensure an effective and efficient system is maintained for the proper collection, recording, and reporting of all client demographic, service, evaluation, and outcome data.
  11. Lead program evaluation efforts by working with program administrators/managers and evaluators in developing evaluation plans, developing contracts with evaluators, and regularly reviewing the effectiveness of those plans.
  12. Lead the data team in ensuring the collection and entry of information in a coordinated, accurate, efficient, and effective manner.
  13. Work with administrators to improve the effectiveness and efficiency of services provided, based on evaluation, quality assurance, and utilization review feedback.
  14. Provide leadership in advocating for the development and expansion of quality family-based services by participating in local, regional, and national efforts.
  15. Serve on and ensure effective functioning of Safety, Training, and Quality Assurance/Utilization Review committees.
  16. As the agency’s Privacy Officer ensure compliance with HIPAA and privacy and confidentiality regulations.
  17. Lead the CHILDSPAN program and ensure integration of professional development activities for staff and others in the early care and education field.
  18. Lead the Food Program to integrate services, ensure compliance, and create a dynamic program base which can be enhanced.
  19. Coordinate and work with the Executive Director, Board, Policy Council, Administrators, and other staff to develop, implement, and monitor the agency’s strategic and operational plans.
  20. Actively participate on and contribute to the administrative team, management team, Policy Council, Board, and internal committees as appropriate.
  21. Provide leadership in ensuring that all individuals are treated respectfully and that diversity in backgrounds and life experiences is supported and valued throughout the agency.
  22. Contribute to the overall success quality of the agency by working constructively and collaboratively with other staff members to address programmatic or agency-wide issues and needs.
  23.  Constructively utilize formal and peer supervision to evaluate and improve effectiveness in providing services to clients.  This includes active participation in supervision, team meetings and agency meetings
  24. Other duties as assigned.
