Over the past few months we at Children’s Friend were very focused on effectively advocating for a State budget that provided sufficient resources to properly protect and support children in our child welfare system.
The new State budget also took a positive step forward with the implementation of quality tiered reimbursement rates for the Child Care Assistance Program. The quality is determined under the BrightStars Rating System, which is Rhode Island’s Quality and Improvement System.
By tying reimbursement rates to quality ratings the State is properly incentivizing child care providers to provide the highest quality care possible for our young kids. There is much research that consistently shows that high-quality early care and education programs provide substantial positive outcomes for kids and positive economic returns for the State.
